China Telecom critical of delay in 3G licensing

The head of China Telecom on Monday delivered a veiled criticism of Beijing regulators as his company – the country’s leading telecoms operator – released annual results showing voice call revenues fell for the first time last year.

Wang Xiaochu, China Telecom chairman and CEO, made clear that he sees the voice call decline as demonstrating the need for the introduction of “third-generation” mobile phone services after years of regulatory delay.

“This decline is a positive signal for bringing forward 3G licensing because the regulating authorities can see the situation [we are in],” Mr Wang said.

China Telecom, which has applied for a 3G licence, has been eyeing the wireless market as a growth area for some time, said Mark Natkins, managing director of Beijing-based consultancy Marbridge Consulting.

Mr Wang on Monday also reiterated his company’s desire to acquire mobile network assets.

He cited the premier Wen Jiabao’s working report presented at the National Party Congress earlier this month, which named telecoms as one of four sectors targeted for reform. “But we have yet to receive any concrete information or notice from the regulatory authorities” about the timetable of the reforms, Mr Wang said.

The comments highlight growing frustration with China’s regulators, particularly over the pace of introducing 3G services to the world’s biggest mobile market.

China Telecom said total voice revenues fell nearly 2 per cent last year to Rmb120.8bn ($15.6bn). Non-voice revenues grew to Rmb49bn to make up 29 per cent of the company’s operating revenue, partly offsetting the decline in voice revenue. Net profit still fell 2.7 per cent to Rmb27.1bn.

This is an upscale branch of one of Tokyo's more successful tempura restaurants; the first shop opened in 1924 and there are now more than 30 locations. And while even the average Tsunahachi branch serves high-quality tempura, Rin set themselves apart with their entertainingly elaborate presentation and their beautifully appointed interior.

Rin's lavish attention to detail starts with the condiments, of which there are many. The basic set includes the expected grated daikon and tsuyu dipping sauce, plus an additional mound of ume-flavored grated daikon that's eaten without sauce. Then there's a tiny serving dish with four different types of salt: greenish clumps of parsley-flavored salt, coarse rock salt, and two colorful powdered salts flavored with yuzu (a citrus fruit) and wakame seaweed.

Gumbo and Oyster Bar: Shinjuku

It seems like oyster bars are popping up everywhere these days, so we weren't surprised to see one in the swank new Shunkan restaurant complex on the top of My City department store. Gumbo and Oyster Bar is a simple but stylish counter affair, serving a simple menu of raw oysters, seafood cocktails, pan roasts, and spicy Louisiana-style gumbo.

The oysters on the half shell here are top quality and are priced accordingly - prices on a recent visit ranged from Y460-700 per piece, with imported Kumamoto oysters from Washington state at the high end. Other popular starters here are the seafood cocktails with spicy barbecue sauce, featuring mussels, clams, shrimp, lobster and clams, and a combination platter of most of the above.

If you want to follow up your starters with something more substantial, the pan roasts are well worth a try. The mussel and scallop one turns out to be a spicy tomato-based stew with a good-sized helping of New Zealand mussels and Hokkaido scallops. Firm chunks of top-grade green asparagus spears provide a nice contrast in both texture and flavor. The gumbo is even spicier - it comes with a do-it-yourself helping of jalapeno sauce on the side of the bowl, half of which was more than enough for this gumbo lover. The flavors are rich and seafood-heavy, soaked up by a big scoop of rice in the center.

The design scheme here is white tile, chrome trim and black counter, with a bit of neon-blue lighting that echoes the rest of the Shunkan complex. Besides the sixteen counter seats there are also a few small tables in back, but if you're looking for a more leisurely sit-down meal you might prefer one of the two Water Grill Oyster Bars (Nishi-Azabu and Akasaka) - with the same management and the same high-quality seafood, but bigger menus and wine lists and more spacious quarters.

Pan roasts and gumbo are Y1400-1600; seafood cocktails are Y1000-2200. Wine is Y700/glass, and from Y4500/bottle (for Rawson's Retreat from Australia).
